In the late 90's, a citizen of Salt Lake was given a tour of the University of Utah's Animal Resource Center (ARC). She took photographs and video of the conditions she saw and the photos were publicized on a website with a summary of her visit. Immediately following the publicizing of these photos, the U of U implemented an absolute closed-door policy. No member of the public will now be given a complete tour of the ARC - even accompanied by security or a guide from the U. Members of the media are not even allowed inside the facility. These are the photos that triggered the backlash.
